Singapore's 777-300 (non-ER) seats were actually angled that same as A330-300, not impressed for 7 hour red-eye. The only option is get rid of first class, reduce business class and put more economy onto this plane.

In case you were wondering, armrests in Premium Economy are immovable (except the one between seats E/F), so even if you miraculously end up with the centre four seats to yourself, you won't be able to lie flat.
